The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a variety of community development needs. Authorized under Title 1 of the Housing and Community Development Act of 1974, the CDBG program is one of the longest continuously run programs by the United States Department of Housing and Urban Development (HUD).

The purpose of the CDBG program is to enhance and maintain viable urban communities by providing decent affordable housing, a suitable living environment and the expansion of economic opportunities. HUD awards annual grants on a formula basis to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. Entitlement communities develop their own programs and funding priorities. However, grantees must give maximum feasible priority to activities which benefit low and moderate income persons.

• Fair Housing Council of Riverside County is a non-profit, public benefit corporation that assists individuals in resolving issues related to housing discrimination, home ownership sustainability, rental complaints, and disputes in court through the provision of resource recommendations, education, and mediation.
